The agenda is a continuation of that of our 1st Workshop held from 1-3 November 2002 in Geneva.

1. Reopening dialogue and avoiding confrontation in South Asia:

· How to encourage direct communications between India and Pakistan
· How to address the issues of the control of transboundary infiltration and the control of the l.o.c.
· Is it possible to "get back" to the Lahore declaration of 1999?
· Military confidence-building measures
· Avoiding the risk of nuclear miscalculation and inadvertent nuclear escalation

2. The issue of Kashmir

· Long term goals and intermediate steps: defining a road map
· Engaging Kashmiri institutions in the process
· The role of economic development and cooperation in addressing the Kashmir problem
