an India-Pakistan Nuclear Confrontation

Statement
to the Pugwash Workshop

1. Neither the U.S. nor the world has an acceptable program to deal
with the threat of further proliferation of nuclear weapons.
2. The U.S. policy of
"preemptive military action" leading to "regime change"
is unacceptable.
3. One or more of the
five declared nuclear powers (U.S., Britain, France, China, Russia)
should propose to the U.N. Security Council and the Security Council
should resolve that:
A.
All nations now possessing nuclear weapons will state the type and
number of weapons they possess.
B.
No nation not now possessing nuclear weapons will be allowed to acquire
them.
C.
Nations now possessing nuclear weapons will present to the Security
Council a program to sharply reduce their number over a period of
several years, leading eventually to their elimination.
D.
When necessary (e.g., in the case of Israel or North Korea) security
guarantees will be given to nations giving up nuclear weapons.
E.
Evidence of failure of any nation to adhere to the Security Council
resolution will lead to the introduction of inspectors for such period
of time - indefinitely if necessary - as to erase doubts.
F.
Clear violation of the Security Council resolutions will result in
the authorized use of conventional military force to achieve compliance.
