On August 4, 2008, Pugwash President Jayantha Dhanapala spoke to a symposium in Hiroshima on "Promoting the Power of Citizens for Nuclear Abolition."

Before an audience of 420 people, Jayantha Dhanapala, President of the Pugwash Conferences on Science and World Affairs and former UN Undersecretary General for Disarmament Affairs, pointed out in his keynote address, "Civil society, in the post Cold War global situation, has been described as the 'other super power.' Indeed the potential of global public opinion, suitably mobilized to changed policies, is limitless." Mr. Dhanapala then highlighted times in which civil society played an important role in successful outcomes, such as the crafting of the Mine ban Treaty and the draft of a Cluster Munitions Treaty.'

"US-India Nuclear Energy Cooperation Agreement: if enacted, it could be the beginning of the end of NPT regime" Amb. Dhanapala, after attending the Peace Memorial of Nagasaki city, he gave a strong warning agains the proposed US-India Nuclear Agreement. He says "If this agreement, treating India as an exception, is enacted, I believe this could be the beginning of the end of global non-proliferation regime." He strongly suggests that Japan as the only victim of nuclear weapon should raise voices against the agreement.
