In view of the fact that the governments of the United States and its allies have initiated an aggression against Iraq without the authorization of the Security Council in spite of the concessions given by Saddam Hussein to the demands of the inspectors and of the Security Council, and considering that this Security Council has not been able to perform the duties assigned by the UN Charter regarding peace keeping and international security, the Latin American members of the Pugwash Conferences for Science and World Affairs, 1995 Nobel Peace Prize awardee, call upon the UN Secretary General and to the governments of all member States to convene an exceptional General Assembly meeting.

This General Assembly ought to recommend its member States to refrain to violate World Peace or to collaborate in any form with those States who do so, suggest punitive measures against Member States who start an aggression as well as to adopt other measures to avoid war.

In addition, we demand that, before the General Assembly meets, the Secretary General of the United Nations condemns the so-called preemptive war, which is not contemplated in international law.

Only acting this way can the definite delegitimization of the United Nations system be avoided, as well as the destruction of international legal order.

Declaracion De Miembros LatinoAmericanos De Las Conferencias Pugwash
Para Ciencia Y Asuntos Mundiales:

"Considerando que los gobiernos de los Estados Unidos y sus aliados han iniciado una agresión contra Irak sin la autorización del Consejo de Seguridad, pese a las concesiones que efectuó Saddam Hussein a las exigencias de los inspectores y del Consejo de Seguridad, y toda vez que este último no puede desempeñar las funciones que le asigna la Carta de las Naciones Unidas en cuanto al mantenimiento de la paz y la seguridad internacionales, los miembros latinoamericanos de las Conferencias Pugwash para Ciencia y Asuntos Mundiales, merecedoras del Premio Nobel de la Paz en 1995, llamamos al Secretario General de la ONU, y a los gobiernos de todos los Estados miembros a requerir una reunión extraordinaria de la Asamblea General.

Dicha Asamblea General deberá recomendar a los Estados Miembros abstenerse de quebrantar la paz o de colaborar en cualquier forma con aquellos Estados que la quebranten, recomendar medidas punitivas contra los Estados que emprendan una agresión, y adoptar otras medidas que impidan la guerra.

Solicitamos asimismo que, hasta tanto se reúna dicha Asamblea General, el Secretario General de las Naciones Unidas condene la así llamada guerra preventiva, inexistente en el derecho internacional.

Sólo así puede evitarse la deslegitimación definitiva del sistema de las Naciones Unidas y la destrucción del orden jurídico internacional".
